Allylics REACH Consortium

The manufacturers of Allylics have joined efforts for their REACH compliance activities and have launched the Allylics REACH consortium.

To prepare consistent REACH registration dossiers, the secretariat of the Allylics consortium will be handled by ReachCentrum.

Membership

The Allylics REACH consortium structure includes a Steering Committee, a Technical and a Toxicology Committee. The consortium secretariat is managed by ReachCentrum. The consortium is open to manufacturers, importers and only representatives as defined in the REACH Regulation. Membership is open to any applicant fulfilling the membership criteria. Downstream users and other data holders are invited to play an active role in the work of the consortium.

SIEF communication Epichlorohydrin

The SIEF agreement for Epichlorohydrin is available here. It includes the cost sharing basis for the Letter of Access (LoA) and an estimate for the potential LoA cost.

To join the Joint Registration for this substance test you will need to agree to the terms of the SIEF Agreement for Epichlorohydrin. The terms of the agreement are fixed and not negotiable. The procedure to purchase a “Letter of Access (LoA)” via the ReachCentrum website is as follows:
First, please click on the following link to access the LoA e-Shop: https://loashop.reachcentrum.eu

The first time you will use the LoA e-Shop, you will be asked to create a user account. For this, you will need your company's details or that of your client and the UUID number obtained via the platform REACH-IT. 

Once you are logged in, you will find the list of substances under the “SIEF” tab and LoA prices from which you can select the required LoA by tonnage band. You will also have the possibility to download the SIEF Agreement. Once you have selected the LoA of your choice and downloaded the SIEF Agreement, you will be redirected towards the online checkout and confirmation of your order page.

If the notification “UUID not valid” appears or if you are unable to see the LoA in relation to the substance dossier that you require, please contact the LoA e-Shop (loashop@reachcentrum.eu). In this instance, please provide us with your company’s UUID, the name of the legal entity linked to the latter and the EC number of the substance you are inquiring about.

Use Descriptors Epichlorohydrin (ECH)

The main use descriptors and use description rules of Epichlorohydrin have been identified by the consortium members and have been approved by the active SIEF members.

Basic use description rules Epichlorohydrin (to be shared with downstream users)

  1. ECH is used in applications only as intermediate or monomer
  2. ECH use stops where it is chemically converted into a different substance or into a polymer
  3. The residual ECH concentration in downstream products should be less than 0.1 wt%
  4. No wide dispersive use / consumer / professional end use supported (ECH as such)
  5. No use as a substance in articles
  6. No use as a substance in preparations
  7. All downstream users must apply and confirm Strictly Controlled Conditions (SCC) according to Art. 18 (4) of the REACh regulation
  8. The ECH is meant to react on use, thus it is no longer available for further life cycle steps or emission to the environment.
